Looking at implementation from the “30,000 feet” level, this presentation will discuss how the ACA could affect dentists as health care providers, employers, and health care consumers. This presentation will start with some ACA basics, including a nationwide look at the status of health care marketplace formation, a short explanation of the requirements placed on dental plans, and a look at Medicaid expansion across the country. Lastly, a few current and growing market forces that could affect the dental delivery system taking place largely outside the ACA will be identified.
To define, in general terms, the potential effects of ACA implementation on dentists and their practices.
- To demonstrate that there are multiple factors that could contribute to determining the size and shape of the dental delivery system of the future.

About the Presenters:
Carrie Banahan, Executive Director, Cabinet for Health and Family Services. Ms. Banahan has been employed in state government for over 28 years. From 1982 to 1986, Carrie was a Medicaid case worker with the Department for Community Based Services. From 1986 to 1998, Ms. Banahan worked in the Department for Medicaid Services. From 1998 until 2006, she was employed by the Department of Insurance and worked in the Health Division as a Branch Manager and Division Director, also served as Deputy Commissioner. From 2006 to 2008, Ms. Banahan served as Deputy Commissioner for the Department for Medicaid Services. While at Medicaid, Carrie was involved in the implementation of Kentucky Health Choices and the new MMIS, as well as assisting with the development of new waiver programs. Ms. Banahan was appointed the Director of the Implementation of the Medicaid Managed Care program in 2011 and most recently has been appointed as the Executive Director of the Office of The Kentucky Health Benefit Exchange.
Anthony A. Tony Cook, CEO, Dental Care Plus. Mr. Cook is the President and Chief Executive Officer of The Dental Care Plus Group (DCPG), a leading provider of dental insurance in Ohio, Kentucky and Indiana. Since taking on this role in February 2001, Mr. Cook has tripled membership, growing the company to more than 300,000 members. With more than 30 years of combined experience in the health care industry, Mr. Cook has been an active participant in the development and monitoring of health care reform. His involvement has spanned lobbying the Ohio representatives in both the House and the Senate to serving on the Government Relations Taskforce of the National Association of Dental Plans. Mr. Cook’s work in 2012 with the Department of Insurance in Kentucky led him to monitor the setup of the Kentucky Exchange Advisory Board. In addition, he volunteered to serve on the Oral and Vision Subcommittee and assist with the development of Qualified Health Plan regulations. Mr. Cook is a member of the Healthcare Financial Managers Association and the National Association of Dental Plans. Anthony graduated from Youngstown State University with a bachelor’s degree in psychology and a master’s degree in guidance and counseling. He also holds a Master of Business Administration from Baldwin-Wallace College.
William (Ken) Rich, DMD, FICD, FACD, Kentucky Dental Medicaid Director. Dr. Rich lives in Grant County Kentucky where he began practicing dentistry in 1975 right after his graduation from University of Louisville Dental School, and continues to practice along with his two sons. He is the Dental Medicaid Director of the state of Kentucky, serves as the Chair of the Dental Quality Alliance (DQA), Member of the American Association of Dental Consultants, and as the Chair of the Medicaid and SCHIP State Dental Directors Association (MSDA). He is a founding board member of the U S National Oral Health Alliance, a former trustee of the ADA, and former president of the Kentucky Dental Association
Dr. Fred L. Sharpe, AVESIS Chief Dental Officer. Dr. Sharpe is Chief Dental Officer for Avesis. Avesis is a national administrator of Dental, Vision and Hearing benefit plans. Dr. Sharpe has been with Avesis for 12 years and is responsible for claim review, network development and clinical oversight for the Avesis dental Medicaid program. In Kentucky, Avesis is responsible for the dental Medicaid benefits for over 700,000 Members across the State. Dr. Sharpe is a dentist and an attorney and has been in dental benefits since 1985. He is a graduate of Northwestern University Dental School and currently resides in Houston, Texas.
Thomas J. Spangler, JD, MLIR, Esquire, American Dental Association. Mr. Spangler is the Senior Director, Legislative and Regulatory Policy, for the American Dental Association. Tom also serves as the director of the ADA’s Council on Government Affairs. He began employment with the ADA in 1991 as Legislative Counsel, serving as the Association’s chief lobbyist on matters before the House Committee on Ways and Means and the Senate Committee on Finance. Tom has been a member of the District of Columbia bar since 1983. Mr. Spangler received his Juris Doctor degree from the University of Toledo, a Masters in Labor and Industrial Relations degree from Michigan State University, and his B.A. from Ohio State University.
