Public Health and Policy: The Do's and Don'ts

The National Coalition of STD Directors' Policy Academy is a multi-day academy designed to teach public employees how to educate policy makers. Attendees take with them the tools to actively and effectively use policy to address public health problems.

This webinar is a 'mini' one-hour version of the NCSD Policy Academy. The purpose of this webinar is to contextualize policy and legislation within the world of public health, and teach attendees what they can and cannot do to engage in policy work as a public employee.

  • Explain the difference between policy education, advocacy, and lobbying.
  • Describe examples of legislative and non-legislative policy change.
  • Identify the 'dos-and-don'ts' of engaging in policy work as a public employee.


Matthew Prior, MPH, is the State Policy and Communications Manager for the National Coalition of STD Directors (NCSD). In this role, Matt provides policy training to NCSD members; supports NCSD members and their state-based partners' efforts to educate elected officials about matters relating to STD and sexual health policy; educates state policymakers; and communicates directly with the general public on sexual health issues. He serves as the state policy lead in the Northeast and Midwest regions. Prior to joining NCSD, Matt worked for five years at the Philadelphia Department of Public Health – STD Control Program as the Communications and Policy Coordinator, where he oversaw the Philadelphia condom distribution program and the adolescent sexual health campaign, Take Control Philly.


There is no fee to participate in this webinar.


This webinar is intended for local health department staff, clinicians, health educators, public health professionals, family planning staff, disease intervention specialists, lab staff, and STD program staff.
